Real estate records are now recorded as digital instruments with Instrument Numbers as opposed to the older system of Book and Page. Deed books were discontinued in WiseCounty in 1997.
On-premises access to digital instruments is available free at public work stations. Page printing is 50 cents per page and set by state law. A printer key may be purchased through a deputy clerk of court for on-premises printing.
Remote access is available by two methods. Private vendor MIXNET Corporation maintains an intergraded system to view and print land records, tax assessments, parcel structure photographs, the judgment lien, and other parcel-related information. This system also may be used in tandem with the free Wise County Geographic Information System of maps covering all parts of the county and city. Land record access via MIXNET dates back to 1945. There is a fee for annual use.
Mixnet's eFile
The Wise County Geographic Information System (GIS) is a digital map with nearly 100-layers of data relating to highways, water, sewer, electrical, TV-cable infrastructure, residential, commercial, and public structures, coal tract ownership, and mining activity. The GIS is an extensive product for free public use.
Wise County GIS On-Line
The second path to remote access is through the court-controlled web. The court-controlled access provides digital access to land records going back to 1995. It does not provide access to tax information and it does not operate in tandem with the GIS. There is a fee for annual use.

The Geographic Information Science Department is now managed by Jessica Swinney. The Clerk of Court endeavors to ensure that real estate parcels are properly mapped for subsequent map inclusion as rapidly as possible. The GISci Department may be contacted at 328-7110.

The Clerk of Court cooperates in providing data to MIXNET Corp. so local subscribers may access the real estate document images from 1970 to the current year. The remote document subscription ExtraNet access has been provided since 1998 by Mixnet's eFile.
Land document subsribers may also use the FREE GIS database to locate parcels in one browser window and bring-up the documents associated with that parcel in a second browser window.
